INFORMATION TECHNOLOGY OF COLLECTIVE DECISION-MAKING WITH THE CHOICE OF INDIVIDUAL ALTERNATIVE EVALUATION TOOLS

The paper develops information technology based on the implementation, conduct and processing of expert assessments and collective surveys. The main stages and tasks of the research are described, the stages of prototyping the application at the conceptual level and design level аrе represented. The choice of an architectural template for software product design is substantiated. The distribution of roles between users is carried out by studying the needs of the target audience of the program and UML-modeling tools. The study shows the gradual development of basic algorithms for expert evaluation and collective survey. The issue of choosing by experts the most attractive method of evaluating alternatives, which is implemented by step-by-step development and adding methods to the application, has been carefully studied. The database created in the process of work meets all modern standards of databases and has increased protection due to its placement on the hosting. The procedure of designing and approbation of separate modules of visualization of results of calculations is described, new qualitative scales for non-criteria and criterion estimation of alternatives are developed. The application has been tested with the involvement of a sufficient number of users and its effectiveness and innovation have been confirmed. The average value of the usability of the application is calculated using modern integrated evaluation metrics. The created information technology can be used as an effective means of conducting large-scale assessments on professionally important issues at any level.
